I went and downloaded 1-4-All. On opening, it appears to be a copy/clone
of the popular HomeSite2.5/3.0, including the multi-pane layout and the
unique multi-tabbed button bars across the top. It comes with plug-in
Javascript for the least useful "features" that tend more to interfere than
assist anything (status bar messages, marquee, color-changers, etc.).

An opinion was requested .... my opinion is that it is worth the additional
money to get HomeSite4.0. I use it daily along with Dreamweaver. I just
can't find anything better for my tasks than this combination.
