I downloaded it yesterday, and am, by no means, a Flash 2 expert. :)

Try clicking to select the movie, image, whatever-- then choose Modify in
the menu and choose "Transform"---> "Scale"

Then put your mouse over the edge of the image until you see a
bi-directional arrow. Click, hold, and drag to re-size the whole thing.

Maybe I don't know exactly what you are doing, but maybe it's the answer.
