Database Question - Which Do I Need?

I need to create a web site that will rely heavily on a database where
users can input data and upload images.  The site will need to work in
real time so that additions and changes appear immediately.
Additionally, I need to create an administrative site where I can have
full control over the site and database.  Both sites need to be
password protected to add or change the exisiting data.

The site will be very similar in certain aspects to some of the online
shopping sites on the web in that it will accept credit cards, have an
area similar to a shopping basket etc.   I intend to have the site
hosted rather than using my own server.

I don't have an extensive knowledge of databases or much experience
with them.  I would estimate that the database could conceivably
contain 1000-3000 records initially.  Can anyone point me to a site
that has detailed information on databases or suggest a program to
check out?
