Considering that you need Javascript support as well as other
technologies like CSS, I dont think there exists an application that
will run without first *installing* it.
Also considering that you need to distribute HTML documents, it is
very reasonable that the user *needs* to have a compatible browser.
Your best bet is to include a copy of the IE4 setup files on a folder
onthe CD.

Those HTML-files use tables, frames, javascript and maybe a bit of CSS.
