Software recommendation for beginners

Hi,
Need advice on what software to recommend for a school district. Their goal
is to train a teacher in html who will then assist high school students in
putting school projects on their website. They have a pc platform. They
would like a program that is good for beginners yet will not hinder those
who already have html experience. They would also like a WYSIWIG program.
>From past research, my recommendations to them would be Frontpage, Homesite
or Dreamweaver. Frontpage may not be a good choice because, as their web
project manager who uses BBEdit, I know what Frontpage does to html
documents not originally coded with Frontpage. Otherwise, it seems to be a
good choice for beginners. My only question about Homesite is I'm not sure
it is a WYSIWIG.
Does anyone have any suggestions for or against these 3 programs, or have
another recommendation?
