method for batch renaming graphic files

Does anyone know a program or method for completly renaming a large number
of files graphic or otherwise?  Ideally I would like to create one or two
text files listing the file names and have the program call one list to
identify the name to change from and another to specify the new target
name.  The goal is to have lists which I can come back to in the event the
images need to be altered and renamed again, automatically.
