Kathy,

We make a product called Python that does this -- it's an inexpensive
hardware box that takes a video signal, encodes it to MPEG-1 to your hard
disk. Supports the standard MPEG-1 used on CD-ROM (VideoCD standard).
Connects via the parallel port.
