It's true that certificates expired Dec 31 and the easy remedy is to
upgrade browsers.
This part is an interesting twist I had not heard before:

It's not a certainty since many people may still not upgrade. Some
may not use any secure sites. Some may just ignore the message
alerting them that their connection is not secure. (Some sites, like
Wells Fargo, say they will not allow an insecure connection, so those
folks pretty much have to upgrade).
Still, that is a promising possibility for web developers.
