Dear Patrick,

I agree with others about text decoration and CSS.  But I believe that a
full uri address should be given.

For "/~budget/detailed_bud_by_dept.xls"  use
~"http://www.oir.ualr.edu/b~udget/detailed_bud_by_dept.xls"

I know a some web designers will disagree with me, but it really is a good
idea to use the full uri so as to avoid any problems that arise.
