What you say at the beginning of your message is essentially correct.

Usually, IE and Opera regard TABLE as a child of BODY, and this has been my
experience of inheritance - imagine all the 'boxes' for block elements
nested inside one another, and that gives you a good mental model to work
with.

NS4 falls down - it often forgets to reset the body font at the end of a
table for example, which is why style sheets need multiple selectors for
fonts when just one on body should do.

I couldn't follow your quoted sample to see if there was an obvious
problem - somewhere along the line, something has encoded all the special
characters:
