Netscape using style sheets on a CD

Hello. I'm making a site on a CD for marketing purposes. I'd like to
distribute Netscape 4.76 for Mac&Win on the CD, along with IE.

The problem is that Netscape does not seem to use the external, linked
style sheet when the site and the style sheet are on a disk. It works
fine when both are on the web. I'll plant the styles in the page if I
have to, but I think of that as an evolutionary step backwards.

I uploaded the rough pages to the (business site's) directory:
http://www.scanalytics.com/webtest. If you were to grab everything in
the webtest directory and copy it to disk, you should have what I have.

http://www.scanalytics.com/webtest/index2.html is the frameset;
index2body is the main page, and nav_frames/nav_col.html is the
navigation menu. Both of those pages should have a light blue image
background, and the heading should be centered and dark red.

When I say that Netscape doesn't use the style sheet, I mean that the
heading isn't centered or dark red, and the background is white. Just
to be specific.

So is it possible to get Netscape to use this style sheet?
