Why does my background-color no longer work?

I am mystified. I made dynamically-stretchy lines by putting a small
image in a table cell and giving that cell a background color. This
suddenly stopped working in my new pages, and I can't figure out why.
In both old and new pages, I assign the table cells:
class="bgcolor1"
where the stylesheets define:
.bgcolor1 {background-color: #c00}

You can see these colored lines work in the old (corporate) page:

What's  changed:
I have seen this work when I first made the SHTML pages.
The new pages use a different stylesheet from the old pages:
http://www.scanalytics.com/resources/scana_style_03.css
I've seen the lines work using that stylesheet; however, I might have
changed something.
Finally, I changed the new pages' table from two columns to one. I've
triple-checked that change, and I've tried changing it back, but still
cannot make these lines work.

HOw on Earth did I break these lines?
