Moving from tables to three column with header and footer areas

I have removed the tables layout from my site and added the 3 column stretch 
css code from

This is what it looks like so far...

Could someone help me along with getting the page elements correct for  
defining the fuschia navigation bar, the page title, 
the address box and the right sided newsbox to align with the first line of text.
