div bug in ie4 on mac?

While attempting to answer my previous question about a bug I saw in ie5 on
the pc, another member of this list pointed out a problem with my page
which appears to be a bug in ie4 on the mac. In using div tags, I was
expecting the browser to create breaks before and after the div. In fact,
Frank Boumphrey in his Professional Style Sheets book writes [about block
boxes of which div is one]: "Essentially they have a line-break before and
after them." However, ie4 on the mac does not appear to follow this logic.
Is this a well known bug if it is in fact a bug? (it looks like one to me)
