Netscape Puzzle

Hello,

I am struggling to understand why table-cell anchor link borders on the 
same page in different spots are presenting odd results in one 
case.  Specifically, I have placed a page at
http://ralphrasmussen.com/borderissue.htm
The issue of concern is described on the page (the page has the problem) 
along with a link to the style sheet.
