Do you have a URL or sample stylesheet with this problem? It sounds like 
something else is going on and the a:hover is the metaphorical straw that 
breaks the camel's back. I do know of weird things that can go wrong with 
NS 4 and links in DIVs with position: relative, which might be related to 
your problem.
