problems with top header

Hello. I have created a website and I am having some problems with
the title header. The website is at www.chilliwackcameraclub.com. In
Netscape 7 there is a blue bar the same height as the title image:
this is the way I want it. However, I sometimes get different results
in different browsers. IE for Mac works the same, but IE for Windows
shows blue below the image and Opera 5 for the Mac doesn't go all the
way down to the bottom of the image. Anybody have any ideas as to why
this is happening? Following is the relevant code:
