   Unfortunately, Navigator 4.x treats the base URI as that of the source
document, not the stylesheet.  Yes, this is wrong, but that's still what it
does.  This may be why Rick thought full URIs are required.  Theoretically
speaking, they are not-- but practically speaking, they are, especially in
linked stylesheets.
