Few Questions please read

Well as most of you know I've been trying to get a counter up and
running. My current one doesn't work. And my old one before the
modifications works but won't log Visits therefore keeps counting
everytime you hit refresh. I was wondering if anyone knows how to make
it write/search a database so that it will log I.P's and only count 1
visit per I.P.

My second Question is I am trying to figure out a good way to make a
leftside navigation menu that will
A) Look good
B) Load fast
C) Require no downloads (e.g No Flash)
D) Work on all major browsers(IE, Netscape, Mozilla) if not all browsers

If you have any idea's it'd be appreciated I've been trying to think of
a way to make a menu that'll look good and work in all browsers. I
pretty much gave up on javascript.

And the 3rd is I am trying to find some paying advert banners, or any
way to take donations(was thinking paypal is it secure?). Does anyone
know of any?
