I read line 8 as:
<script language="JavaScript" src="/process/navcond.js"></script>
try remove the forward slash at the beginning, if that doesn't work try
use the full url. Also as Frank pointed out it's now:
<script type="text/javascript">
so try:
<script type="text/javascript" src="process/navcond.js">

I recently added the dynamic menu script from 
http://www.dynamicdrive.com/dynamicindex1/topnavbar.htm to 
http://joliet.lib.il.us/.  On occasion I get this Javascript error when

using IE 6.0:
Line: 8
Error: Object Required

What is causing the error?  The line of code at line 8 is:
<script language="JavaScript">
Would that cause this error?
