I have come to the following conclusions:

If you want to emulate the effect of an Office Template when making these
documents available over the web (or an intranet), you actually need to use
an Office Document rather than the Template version.

There are two primary reasons for this:

* A Template (.dot) only works properly (ie. opens a new .doc) when it is
stored in the proper Office Templates directory - if you serve a .dot, then
the user needs to download it and save it in the templates directory before
they can open it to obtain a .doc

* Any ordinary .doc document served over the web (or an intranet) BEHAVES as
a template, in that the user is provided with a new .doc file each time,
stored in their local cache, that they can fill in, print or save wherever
they wish, rather than being given access to the original copy of the file,
which remains a read-only file on the server.
