html 4 compliance problem

Hello,

I'm striving to get my site as much compliant
with html4 as I can. I've been using the WC3
validator with much success however I'm stuck
on the following:-

To avoid the borders showing around a frame
in IE I use the following code:-

<frameset cols="33%,33%,33%" border="0">

But borders=0  is not a valid html 4 attibute for this 
tag. 

Does anyone know a CSS way of removing
borders from a frame so that I can remove it from
the html script and hide it in CSS?
