resizable frames

The frames on our web site are supposed to be resizable. I can resize them
in my browser (IE 5.5) but no one else (others in the office here are
probably using IE 5.0) seems to be able to do so.

NORESIZE is not set.

The frame margin lies about halfway between the image of the court building
and the seal of the judiciary at the top of the home page. When I click in
this region, it produces a gray vertical line that I can drag right or left.
Other users are unable to cause this line to appear. The same thing applies
if I put a thin vertical border on the page. I seem to be the only one able
to resize. I notice that if I run Netscape 6 I cannot resize the frames,
either. What am I missing?
