trying to get windows Apache to run cgi

Hello all,

Having installed Apache1.3.19  for windows on my pc, I now want to enable
the server to process cgi scripts so that I can develope dynamic webpages
locally without risking a crash in a real environment.(also it keeps my
phone free.)

having read through the httpd-conf  file I thought I had finally set
everything up OK when I get an "Internal Server Error" response when I type
in:-

http://localhost/cgi-bin/tmp.pl

into my browser address window

looking up the error logs reveals the following:-

[Mon May 07 17:45:55 2001] [error] [client 127.0.0.1] couldn't spawn child
process: c:/myhost/www/cgi-bin/tmp.pl

tmp.pl is a basic hello world script outputing text/html.

What have I missed or mucked up.
