Paint Shop Pro is not a free program. There is an uncrippled eval which, in
my experience, produces a nag after the eval period is up but always remains
fully functional. That experience was long ago, however; I've been a
registered user for a few versions now.

As far as comparison between PSP and PS - PSP has come from behind to nip at
the heels of PS in many ways, match it easily in others, and in some very
nice ways even forge ahead (how about vector graphics in PSP?).

The more PSP grows, the less reason there is to look at a program that costs
nearly 10 times as much and offers a similar level of functionality and
quality.
