Spaces Spacing with Netscape Tables

I'm having a problem with Netscape displaying unwanted spaces along with a
table.  The page is here: www.actuary.ca, and the problem shows up right
after the red bar.  the second table has a bunch of blank lines before it.

Combing the archives, I've tried the following:
- running the html through a compression program to remove all spaces and
line breaks between the <TD>'s and <TR>'s.
- added border=0 to all of the tables.
- and of course, validated.
No effect.

I have had this problem previously (unresolved), so I expect it is something
to do with my HTML, and probably an obvious one that I've missed.  Playing
around with the code seems to indicate that it has something to do with the
number of cells in the table.  I'm stumped - any nudges in the right
direction would be appreciated.
