I've read somewhere that placing your "to" addresses in your HTML form as a
hidden field is a security risk, since then someone can copy your form
(linking it to your CGI script) and then use it to send emails to anyone
they like.

Matt's FormMail limits the domains that can access the script.  And as for
having your email as a hidden field...
I put my email on my pages anyway so people can contact me.
