two suggestions (not mutually exclusive)

1.  <a href="url" title="link goes to another web site">foo</a>

2.  use an icon, e.g.
http://sqlteam.com/SearchResults.asp?SearchTerms=crosstab

the new window is not a good idea, as whether links open in a new window
should be up to the user, not the designer
