Lara,
My community is hosted on an infopo UBB. www.infopo.com . Although pricey,
it has many awesome capabilities, including those to ban any user, and also
it will watch for the IP that has been banned.
You can view mine in action:
www.truckinlife.com/cgi-bin/ubb/Ultimate.cgi
It is still under some construction.

| Lara,
|
| Make sure your community site has clearly understood posted rules, and
| subsequent penalties, before you initiate any action (yeah, yeah your
email
| alludes to it, but that's precisely the point!).
|
| If the infraction is serious enough according to your standards, you could
| write to the offender's ISP. As a sys admin in a previous life I've done
| that several times for serious infractions and had their account
terminated,
| however, this doesn't work when the offender is their own ISP - best you
| check out their ISP before going down that path. Then again, I once
tracked
| down an offender to their own website, checked their registration with
| networksolutions.com (and register.com just to be sure), cross-referenced
| that data with some reverse-telephone lookup sites and determined the
| offender was under 18 and still lived at home. A phone call to mommy and
| daddy one night quickly ended their son's budding career.
|
| If the issue is pornography, now you are getting into the legal minefield,
| especially if the offender is not in the same country. With recent US
| legislation concerning pornography and under-13 restrictions, you have
some
| heavy guns on your side, but the lawyer you need will be heavier. :)
