designing printable graphics

Hi,

I'm working on a large travel related website and are stuck trying to decide
the best format for the maps.

The maps are all b/w line drawings, so I automatically thought that GIF was
the way to go, however the problem I am having is that the text is breaking
up and becoming quite blurry. The maps are generally a4 in size and are
often extremely detailed with street names, icons, legend etc etc.

I know I can transfer them into a pdf format which works well but then I am
limiting who can print it off. If I make the text bigger (it is currently
9pts) I resolve some of the blurriness but then I can't fit everything onto
the map!

Any suggestions on essentially how to keep the text sharp would be much
appreciated.
