I'm very far from being a math major either, but it's exactly #FFFF99 :-)
u can easily convert decimal values to hexadecimal values with a calculator;
eg windows:
accessories>calculator>view>scientific
check dec, type value, check hex, done
can be useful sometimes :-)

regarding the original question:
graphical apps display decimal values,
but html & css need hexadecimal values
