This is expected.  When you took them out of the templated area,
they were subsequently dropped from every page associated with
that template.

The reason they weren't added to the editable area of the p[ages
already made is that DW does not touch those areas when updating
pages.  This is appropriate, as it is the entire reason for having
editable areas: so they DON'T get touched when updating pages.
Adding the tags to your title's editable area in the template will
ensure that any subsequently created pages begin with that
content, but previously created pages need to have any changes to
their editable areas entered individually.
