I think the main reason is user preferences;

For whatever reason (poor eyesight for instance) some people change their
browser default font size settings - to ensure everything is that much
bigger (or smaller ;-) )

If you use a "logical" font size, like "small" it goes
smaller-than-the-browser-default size; so appears "relatively" small.
Whereas if you ask for 9pt, it goes 9pt, even if the user has requested a
16pt default because s/he can;t read smaller than that.

Quite probably all sorts of other reasons, too -

but that is the one i am most aware of, when trying to use logical sizing.
