Re: download links and skip to content links for screen readers

1 Force download links: no, this is entirely under the control of the
client; all you can do is 1 choose a format that tends to work this way like
ZIP, and 2 suggest in text next to the link to right click (PC) or
click/hold(MAC) to select download from the context sensitive menu

2 Screen reader: 1 pixel gif link titled "skip to main content" or whatever
is quite acceptable and commonly used.
