I design for 4.x, but with the intention that the page be usable in 3.x.
Font styles and colors may not carry over, but the page is legible and the
information it contains can be accessed.  Put simply: in 3.x, the pages
don't look like they do in 4.x.  This is acceptable to me, as it makes too
much sense to reject.

I design for 800x600, but with the stipulation that the content be
accessible without scrolling by WebTV and people with 640x480 resolution, as
well as people surfing with their browsers at less than maximized size.  The
break point is around 555 pixels, +/- (I don't stay up nights measuring that
last pixel!)

Your point that it is becoming impossible to design so that pages look the
same (or similar) in all browsers and resolutions is well taken.  Don't burn
yourself out, or spend all your clients' money trying to achieve the
impossible...

My problem, is that I am incorporating style sheets into web sites and have
a great deal of frustration with the compatibility issues. I have only been
reviewing and tweaking the CSS to work in the 4.0 browsers. Much to my
dismay the 3.0 browsers ignore almost everything (at least NS does).

I am not knocking Style Sheets. I love them. But should I be scrapping the
640x480, 3.0 browser compatibility issues and focus more on the 800x600, 4.0
browser issues. The backward compatibility thing is geting impossible. I'll
be searching the archives but what are now considered the development
standard for the industry.
