 I just saw this email and havent seen a reply on the list (though it's been
a bit whacky the last few days) so here goes.
The MAP tags are used with images only. You had trouble because there is a
different form for the anchors they contain. There is a tutorial   at
http://www.dtp-aus.com/im-map.htm. I guess you can make an image map of the
text " home | search | new | site map".

But I would look for a simpler way to do this, not using an image. See
information on the TITLE attribute (not the 'title' element) on the w3c site
at http://www.w3.org/TR/html4/struct/global.html#adef-title I would add a
TITLE to the  block level  element  you have there and eliminate the MAP
tag.  [ P title="navigation bar" ]
