I have a client that wants me to develop a website kind of like
Monster.com.  I have never done anything like this and would like any
suggestions.  I was hoping there was some sort of Content Management
Software that would do the following:

1.  Allow an user to pay an annual fee (where the software keeps track
of when it expires) through a secure server and then lets them login and
update and view only their info and images whenever needed.
2.  Allows another user to login and view all of the above users
information and search for users by specific criteria and possibly post
info or questions to a particular user.

I have looked at several content management softwares out there, but
really cannot decide which is the best.  Has anyone had any experience
with this and can possibly point me in a direction where I can get more
help with this?
