Steve - no, this is controlled at the client side, not the server. A good
low-tech alternative is to word the link like "Right click on this link
(Windows) or click and hold (MAC) to save it to disc".

You can try zipping it since this usually triggers a d/l, but nothing to
stop users configuring it differently for themselves.
