looking at a variety of jobs/projects that are on offer and every one of
them that has anything to do with web design/graphics stipulate
Dreamweaver/PhotoShop/Homesite/FrontPage(ack!) and some other programs that
I don't have a handle on or a need for just yet. <<<<

One reason would be if the application has an integral role in the site's
organization.  For instance, some of the sites I manage were created using
the Template tools of Dreaweaver.  I don't require freelancers to use DW, as
long as they have the brains to look for the comments in the source that
mark the editable regions.  Still, it can help them to avoid making
mistakes.  Changes to a restricted region of a file just dissappear when run
through the DW update...not always with a positive impact on what's
left...:).

DW could also be useful in that I can send a  source formatting file to the
person, and their code will follow our rules.  This is overkill, though,
since I can just do that here with a button click once I get the file from
them, so I never use it.

You mentioned that you are freelance, so I assume you provide your own
tools...this precludes the situation in which you need to work with what's
installed on an onsite machine.  It also uses up my list of reasons that is
should matter...:).

Basically, I agree with your post, Kym.  By definition, a Freelance
Contractor has to provide their own tools.  That's built into most common
interpretations of the tax laws.  If I could send you several pages needing
markup, at a flat rate, and you could return them to me marked up to my
approval, I can't see any practical reason that I should require you to use
a certain tool.

That being said, I do recommend Dreamweaver and HTML-Kit when asked.

I'm willing to bet that some of those notices you saw were written by people
who don't really know much about the subject...and that they'd be
negotiable.
