Netscape and Forbidden sites...

I have been having an issue with Netscape 4.7. ( nothing like this happened
until I upgraded)

I have been going go certain sites that say 403 Forbidden
You don't have permission to access / on this server.

This is getting to be a daily thing lately.  Could this be from the
NetWatch
I have installed on this browser?  I have only seen it go into action once
when it kicked in and told me that the site would not be viewed because
of certain content.  But this is different, and is happening allot.  I bet
about
out of every 25 domains I visit I get one that says 403.

I tried to submit a site to Alta Vista and when I clicked the submit
button I got this:
Document Not Found

The requested URL \"%.100s\" was not found on this server.

I can go in MSIE and it works just fine.  I wrote them and they say their
site is working
fine.  So what is it that I am experiencing.. Is this some sort of Quirk in
Netscape?

I just went to an index to see what it was, and it is like a directory of
sorts..  clicked on
the submit your site button and got the 403 forbidden.  So I clicked the
home button
to go to the front of the site, and now I am blocked out by the 403.  Could
someone
please explain to me why this is happening?  What triggers the 403 response
on a server?
