Actually, the Windows platform of MySQL is a .zip file.  Were you looking
for the Windows platform version, or the Unix version, which is apparently
what you've downloaded.  At any rate, I use WinZip to open tarballs on my
Windows desktop before sending them to the server.  You can find it at
http://www.winzip.com/.
