Good hosts are plentiful...good hosts at $10/month with all those
options are a bit more scarce...:).  They need to make enough cash
to cover costs.

Quite often the lack of SMTP doesn't mean you need to use your
ISP's address.  Set up a separate account in your email client
under the preferred address, and use the hosts POP server but your
ISP's SMTP server.  Mail is still sent from the desired
address...it's just routed through the ISP....the result is
transparent for most purposes, and only visible if you review the
headers.  If that bothers you, then you probably need a bulk
mailing host...:)

We can offer everything you need, with much greater bandwidth and
disk space, but I can't meet that price...sorry...:)

person(at)domainname.com.)
