Sounds like Video card issues.  Could be you need to update your drivers, or
have the one you have checked.

I used to have this ALL THE TIME, when I had an ATI All In Wonder Card, with
98 SE.
This was such a problem, that lots of sites I went to would just litterally
melt in front of my eyes.
Once they came out with the correct drivers, that stopped.

When I scroll down on the following page (or most any page on this site), in
NN 4.7 black blocks and streaks appear on the text.
