I was able to access this page:
http://web.vi:9080/royal_caribbean/royal_caribbean/1152/s/c/x/en-us/index.pt

If this is the same page, or is using the same code, your scrollbar is
there, you just have the frame so wide that it is extending outside of the
parent window and thus is not visible:

<iframe src='index_frame.pt' frameborder='0' width='1134' height='454'
align='left' marginheight='0' marginwidth='0' scrolling='yes'>

Change that width to something like "800" and you'll see it.
