invisible frames

Hi,

Does anyone know what this code is accomplishing?  I found it on a site
that's hosted by Compuserve, and done in FrontPage.  What puzzles me is that
the site doesn't have frames, so I'm wondering what the frameset code is
for, with the frame sizes set at -2 and 100%.  Of course the only page that
shows is the one in the second row.

 <frameset cols="100%,*">
   <frame src="*/memberTopFrame.adp?member=*" name=navFrame>
   <frame src="*/_csjs/csRelink.html?http://*" name=jFrame>
  </frameset>

As I recall from being at this site before, there used to be a Compuserve
banner across the top, and now there isn't one, so is this a way to
eliminate it?
