state examiner + bank = javascript is unacceptable

how did you plan to handle non-javascript site visitors?

the state examiner who insists that the bank educate site visitors about
what offsite links are should pull his head out of his *ss and join the rest
of us in the real world who "get" the internet


here's a better solution

code each link in the form

  <a href="/redirect/www.othersite.com/path/page.html">foo</a>

your redirect page shows the legalese and then the real link to the other
site

in fact, you can go further and make Accept and Do Not Accept buttons
