Domain name registration

Hi all,

I have a client who has recently files for non profit status.  He would like
me to register him a new domain name and "take care of everything" regarding
the new name.  My question is this:  should I register the name myself and
then bill him for the fee?  Can I register his site but still register him
as the owner?  I'm sorry if this is simple stuff, most of my clients have
registered their own domains and provided me with the information.
