multiple domains now permissable in Search Engines?

Is this now legal or permissible by the major search engines?

I counted at least 23 different domains listed on the bottom of the page
that were the same?

and another 20 or so for another company?

I always thought that a site was banned for having mirror sites and it was
considered spamdexing the search engines with multiple domains. Maybe I am
wrong but it does not seem correct, ethical or responsible?

Does anybody know if this is now permissable?

   if you search Gold Beach real estate in many search engines (ALTA Vista
for one) one company comes up on the first page in the top 10 spots. with
all different domains? Is this the new wave of marketing?
