I may not be seeing the forest for the trees but let me float a possibility to which someone will
inevitably say why would anyone want to do this?  Would it not be possible to insert a line of code
which reports the file download time or not depending on the type of connection the end user is
connecting to the site by?  In other words:  if the user is on a dial-up the estimated download time
would be reported  (and you can bet that dial-up users would appreciate having this information,
particularly with massive files)  whereas:  If the user is accessing via a broadband connection such
as DSL cable or (pick your broadband method)  the estimated download time is not reported?  Just a

I wouldn't do it because download times can very so much based upon all
sorts of network issues.  My recommendation is to just list the file size
and be done with it.

Could someone advise me how or where to find out the length of time, by
dial-up connection, how long it will take to download a file?
I have a screen saver I want to place on one of my pages for download and
would like to give approximate times for the download.
