i ran this page through http://validator.w3c.org and it coughed up the same
error

       Line 183, column 22:      <OL START="1" TYPE="1">

so something is definitely wrong

first thing i'd try is closing the <p> in front of it (although you
shouldn't have to), and then writing it as <ol> because that's the default

otherwise it's something completely flukey about either your page or the
parser, i mean, i've done ol's inside td's a hunnert times before...

and since you asked for advice, let me say you should ditch the png's

i brought your page up twice in ie4 and it crashed spectacularly -- took
windows with it, which always means a reboot and scandisk, not to mention
dialing in to my isp again...

i don't know for a fact it's the png's crashing ie4, but something did (hey
maybe it's the same flukey thing that's giving you the bad parse)

anyhow, your page did safely come up in netscape 3, sans images of
course...
